If their a good free program that lets you put a picture layer over a video? For example a video on youtube showed a shot in a skit where one of the characters was looking down a gun sight. What he was looking at was the video layer and the cross hairs were the picture layer. Any way to do this type of effect for free?

not really...you need a NLE program (non linear editing) that has more than one track...Adobe Premiere is the cheapest program like that....
